The City of Victoria implemented a stormwater utility to earmark revenue for stormwater infrastructure upgrades that are urgently needed throughout the city. The utility strategy includes an incentives program directed at property owners. The incentives program provides substantial discounts on stormwater utility bills if property owners can demonstrate that they have implemented various stormwater source control measures on their property. MDI helped the City of Victoria field test the rainwater rewards program by first undertaking case studies for a wide range of property types in different neighbourhoods across town. Then, our firm worked with KWL Engineering to develop the Rainwater Rewards Program Guidelines – a guidelines document that provides detailed instructions for property owners on how to implement source control measures.
